An amendment providing that the owner of any facility that presents a danger to employees, passengers or property of AMTRAK may petition the Secretary for assistance for relocation or other remedial measures to minimize or eliminate the danger. If the Secretary concurs in the estimate of damage and finds the owner should not bear the reauthorization request funds for reimbursement.
