A substitute amendment to the Conte amendment reducing the funds for the Clean Coal Technology Reserve from $750,000,000 to $500,000,000 (instead of to $100,000,000 as in the Conte amendment), and adjusts the allocation for funds to $200,000,000 for FY'86 (instead of $300,000,000) and to $200,000,000 for FY'87 (instead of $350,000,000).
