An amendment to rescind all funds appropriated to the Energy Security Reserve, including funds appropriated in the 1985 Interior Appropriations bill, except that the following funds are not rescind: 1) funds transferred from the Energy Security Reserve by this bill, 2) $500,000,000 which may not be used for payments with respect to projects or modules under the Energy Security Act, and 3) amounts as necessary to make payments for projects and models obligated prior to the enactment of this bill. This is a rescission of funds for the Synthetic Fuels project.
