An amendment changing the provisions in the bill so that funds in the bill may be used for abortions only in cases where the life of the mother would be endangered if the fetus were carried to term. It strikes language that stated that "Federal" funds may be used in such cases as well as those involving rape and incest if reported promptly and in cases if ectopic pregnancies.
