An amendment changing the way funds are reduced from the payments to the local government fiscal assistance trust fund. The bill provides that each quarterly payment be reduced by 25 percent. Instead the amendment provides for elimination of the final quarter payment of the entitlement beginning 10/1/85 and ending 9/30/86.
