An amendment to add that no part of any of the funds provided for independent agencies in the bill (Title II) may be used for a multiyear contract or any contract exceeding $1,000,000 unless the appropriate unit submits a report to the appropriations committees of Congress indicating whether competitive bidding and second source contracting were used in awarding the contract.
