Amendments en bloc regarding the Wyoming Valley Sanitary Authority Secondary Treatment project. It requires the State of Pennsylvania to give first priority to the Wyoming Valley Sanitary Authority Secondary Treatment projected mandated under federal court order in respect to use of funds under this bill. It also provides that the project will be eligible for 75 percent of the cost of construction.
