An amendment to add a new title: Acid Deposition Control to be known as the Water Quality Improvement and Acid Deposition Reduction Act of 1985. It includes a direct federally mandated emission limitation for 50 of the largest emitters of sulfur dioxide and a program consisting of State plans to provide for reductions in the emission rates of other existing sources as necessary to achieve the remaining portion of the 12 million ton reduction.
