An amendment providing that none of the funds in the bill may be obligated or expended for construction of the Animas-LaPlata Participating Progect, Colorado - New Mexico until 1) an agreement is executed between the Secretary of Interior and non-federal entities in New Mexico or Colorado providing for them to contribute a reasonable portion on the total project costs, and 2) agreement has been submitted to Congress and 120 days have elapsed. None of the funds may be used if this agreement is not reached by 9/30/86.
