Amendment99th Congress
An amendment requiring that within 30 days of enactment of the bill the U.S. is to initiate actions to begin an international arbitration process with the U.S.S.R. to resolve U.S. claims against the U.S.S.R. for damages arising from delays in the construction of the U.S. embassy in Moscow. If the U.S.S.R. refuses to negotiate within one year they are to be denied occupancy of the chancery building at the new Soviet embassy complex in Washington, D.C. This may be suspended if the President finds it in our interest.
