An amendment calling on the Soviet Union to release immediately Anatoly Shcharansky, Yosef Begun, and all other prisoners of conscience, and to allow them to leave the Soviet Union; to issue immediately exit permits to many known long term "refuseniks" such as Ida Nudel and Vladmir Slepak; and to allow those thousands of Jews who wish to join their relatives abroad to leave the U.S.S.R. this year.
