Amendment99th Congress
An amendment to provide for a study of measures to enhance crisis stability and control. The study is to evaluate additional measures that enhance the security of the U.S. and reduce the likelihood of nuclear weapons use by contributing to crisis stability and/or crisis control capabilities, including specific consideration of measures listed in the amendment. Some of these measures are 1) redundant communications links with all nuclear armed states, 2) creation of non target sanctuaries to enhance survivability of communications, 3) placement in both the U.S. and the U.S.S.R. of launch sensors.
