An amendment to add to the objectives of foreign assistance to the Philippines encouragement of the release of prisoners held without charge and an end to arrests by presidential order without court warrants and bail; and to increase the professional nature of the security forces (including the Philippine Constabulary and Civilian Home Defense Forces). It further states that aid levels shall be based not only on our military bases agreement but with the extent these objectives are realized.
