An amendment to add to the amendment of the Agricultural Trade Development and Assistance Act of 1954 that it is the sense of Congress that the general categories for sale and barter of commodities are: sale and barter during emergency food aid situations when the local currency proceeds are needed to pay for in country distribution and related costs; partial sale to finance education, health, nutrition, income generating food for work materials, and other developmental activities; and full monetization for economic and community and agricultural cooperative development projects.
