An amendment calling upon the government of Ethiopia to agree to an immediate ceasefire to begin to negotiate with the opposition, leading to the establishment of a government of national reconciliation. It further prohibits importation into the U.S. of goods and services to Ethiopia except for emergency relief assistance. The President is required to suspend all economic assistance to Ethiopia as well as security assistance. These restrictions may be waived if Congress, by joint resolution, agrees with the President that Ethiopia has ceased its deliberate policy of starvation of its people and has granted fundamental human rights to them.
