A substitute amendment to the Roth amendment providing requiring the President to determine if Ethiopia's regime is conducting a deliberate policy of starvation of its people and has not granted fundamental human rights to its people. If this is determined to be the case and if Congress agrees by joint resolution then the prohibitions of the Roth amendment (HA294) become effective.
