An amendment permitting the President to effect agreements with developing countries that have made commitments to agricultural policy reforms, providing for furnishing of agricultural commodities to such countries, on a loan or grant basis, to support reform and implementation of agricultural policy based on free market principles. These may be multiyear agreements.
