An amendment prohibiting all military assistance to El Salvador until Congress concurs with the President by joint resolution that El Salvador has made progress in prosecuting those responsible for the more than 45,000 murders in the five years prior to this bill; made sufficient progress in land reform; and has agreed to pursue a negotiated settlement with armed opposition based on safe and free elections.
