An amendment to provide $500,000 for the National Endowment for Democracy to finance programs that promote democracy and an end to apartheid in South Africa. The programs are to ones that support actions for non-white led community organizations in South Africa to terminate apartheid policies. The programs may not be financed or controlled by the Government of South Africa.
