An amendment providing humanitarian assistance for Nicaraguan democratic resistance. It appropriates $27,000,000 for this end. The aid cannot be routed through the CIA or DOD. One third of the funds are immediately available and the remaining funds in two equal parts contingent upon requirements set out in the amendment. It also provides $2 million for implementation of the Contadora agreements.
