Amendment99th Congress
An amendment providing for a presidential waiver of restrictions on aid to Honduras or El Salvador. The amendment permits assistance if 30 days prior to its provision the President notifies Congress that significant progress has been made in the preceding six months in eliminating any human rights violations including torture, incommunicado detention, detention of persons solely for nonviolent expression of their political views, or prolonged detention without trial. The type of aid must be described by the President as well.
