The amendment increases from 50 percent to 100 percent the amount of the scholarship that is in the form of a loan that is forgiven upon return of the recipient to his country of orgin for a period of at least one year longer than the period of study in the U.S.. Students granted political asylum in the U.S. have 50 percent of their loans forgiven.
