A substitute amendment to the Rangel amendment. It places restrictions on assistance to Bolivia and Peru. It permits 25 percent of the funds for Bolivia in FY'86 if Bolivia has established provisions to control coca production. The remaining assistance can be provided if Bolivia makes substantial progress toward achieving the eradication target for 1985 of the 1983 narcotics control agreement with the U.S. In FY'87 no funds may be provided unless Bolivia has developed a plan to eliminate illicit narcotics production, if a plan is in place 50 percent of the funds are available with all funds available if all illicit production is eradicated. Restrictions on aid to Peru are also included based on its control of illicit narcotics production.
