An amendment setting conditions for assistance for Bolivia. Assistance can be given only if the president certifies that Bolivia has developed and implemented a plan to control the coca production including a reduction by 10 percent each year of that production. These conditions on aid also apply to the U.S. bank for reconstruction and development, IDA, IFC and the InterAmerican Development Bank in that U.S. directors are to oppose extension of assistance through these institutions unless the coca production control programs is in place.
