A substitute amendment to the Leach amendment reinstating the military assistance in the form of grant military assistance. It also adds a prohibition on the use of the funds for the Khmer Rouge to conduct military operations in Indochina. Funds appropriated prior to the enactment on the bill, but not expended, are to return to the Treasury. And it states that the limitations of the amendment are not to be construed to be limitations on providing food, medicine, or other humanitarian assistance to the Cambodian people.
