A substitute amendment to the Markey amendment (HA243) providing safeguards against hostile confrontation in Honduras. Funds may not be used for U.S. military personnel in any land area of Honduras unless the Secretary of Defense certifies that reasonable and prudent safeguards necessary to prevent involvement by U.S. military personnel in hostile military, paramilitary, or terrorist incidents in Honduras. The amendment requires prior notification to Congress of use of U.S. military personnel in significant activity or in tactical maneuvers within 15 nautical miles of land borders of Honduras and Nicaragua.
