A substitute amendment to the Markey amendment (HA235) stating that none of the funds of this act or any other act may be obligated or expended for production of 2-87 warheads for the MX missile program in excess of the numbers required to arm the number of authorized missiles by Congress to be deployed and determined by the President to be necessary for quality assurance and reliability testing.
