A substitute amendment to the Markey amendment (HA241) requiring by 3/1/86 a report from the Secretary of Defense detailing military requirements for special nuclear materials through FY 1991. It is to include findings and recommendations about 1) requirements for production of plutonium, highly enriched uranium, and other special nuclear materials, and 2) recovery of special nuclear materials for military uses that have been transferred from military uses to civilian research and development use. Other requirements for the report are included.
