An amendment expressing the sense of Congress that 1) revitalization of special operations forces capability should have highest priority, 2) personnel and resources allocations should reflect this priority, 3) special forces management should be increased to a level sufficient for direct, continuous, and intensive control of all aspects of its special operations mission, 4) joint command should be restructured, and 5) sufficient assets should be provided to execute operation plans.
