A substitute amendment for the Dickinson amendment in Title X. The amendment limits use of funds to a single polygraph test program where not more than 3,500 people are to be tested in FY'85 and FY'86 combined. The Secretary is required to submit a report by 12/31/86 on the use of polygraph use by DOD. It requires establishment of a continuing polygraph research program.
