An amendment to the Bennett amendment stating: "The Attorney General of the United States shall promulgate regulations to carry out this subsection, including such provisions for training in civilian law enforcement practices and procedures as may be necessary. Any member of the armed forces assisting drug enforcement officials in drug searches, seizures, or arrests shall have been certified by the Attorney General to be competent in such practice and procedure.".
