Amendment99th Congress
An amendment in Title X, prohibiting obligation or expenditure of funds by the Department of Defense to introduce the U.S. Armed Forces into or over Nicaragua for combat. This prohibition will not apply 1) if Congress declares war or 2) it is necessary to meet a clear and present danger a) of hostile attack upon the U.S. its territories or possessions, b) to protect the U.S. embassy, and c) protect and evacuate U.S. citizens or personnel. This does not invalidate any treaty obligations with OAS or the InterAmerican Treaty for Reciprocal Assistance.
