An amendment to Title X (General Provisions) extending for two years the prohibition on contracts for the performance of firefighting and security functions. It requires a written report assessing the special needs of DOD regarding firefighting and base security and how they may be met by both federal and contract personnel. The report is to be prepared in conjuction with the Administrator of the U.S. Fire Administration of the Federal Emergency Management Agency and is to be submitted by 3/1/86.
