The study is to compare the potential effectiveness of assigning members of the armed forces under the Secretary's jurisdiction with the potential effectiveness of increasing the number of tactical law enforcement teams on naval vessels in assisting civilian law enforcement personnel in interdiction of illegal importation of narcotics into the U.S.
