A substitute amendment to the Boxer amendment (HA191) requiring the General Accounting Office to provide a report to the congressional Armed Services committees on the feasibility of requiring that bills of labor and bills of material be furnished to the government on development and production contracts for purposes of reviewing such information to determine changes in measured work progress and material under the contract to which the information relates.
