An amendment to Title X (General Provisions) requiring that a minimum of 10 percent of the funds available under Title I, II, and IX be used in contracts with small business concerns owned and controlled by socially and economically disadvantaged individuals, historically Black colleges and universities, and minority institutions. This may be waived the Secretary must notify Congress. Semiannual reports on compliance with this provision are required.
