An amendment to the Foglietta amendment adding the words limiting the restrictions on testing and development of nuclear explosion powered space weapons to "advanced" weapons and limiting the restriction to programs that are inconsistent with the Limited Test Ban Treaty, Threshold Test Ban Treaty, Outer Space Treaty, or Antiballistic Missile Treaty.
