An amendment to Title VIII (Procurement Reform) adding a new section, Conflict of Interest in Defense Procurement. It prohibits former employees or officers of the DOD or a retired member of the Armed Forces who for two years prior to retirement served in procurement position identified by the Secretary of Defense from accepting compensation from contractors they dealt with while in DOD. This prohibition is for two years after their retirement. The contractor must be in a notice provided the DOD contract officer or employee. The amendment provides review, report, and Office of Government Ethics advisory provisions.
