An amendment to Title VIII (Procurement Reform) adding a new section: "Cost and Price Management in Defense Procurement". The amendment requires any defense agency responsible for acquisition of property (including major items) or services under contract shall require the contractor to keep records of the proposed and negotiated cost and pricing data by categories including labor, material, subcontract, overhead, general, administrative, recurring, and nonrecurring costs, and fees or profits.
