Amendments en bloc to Title VIII (Procurement Reform): 1) Requiring the Secretary of Defense to report to Congress on policies and actions taken to implement the report of the DOD Inspector General, "Review of Suspension and Debarment Activities Within the Department of Defense". 2) requiring the DOD Inspector General to assign an independent compliance officer to monitor and report on defense contractors debarred from contracts with DOD. 3) prohibiting officers or employees of defense contractors from working on or supervising defense contracts if they are under indictment for fraud or other felony arising out of DOD contracts, and if convicted from such work for up to five years.
