The amendment contains the same provisions of the Spratt amendment except that its prohibition against former contract officers and employees of DOD working for contractors after retirement where they did business as government employees, is not contingent upon the contractor being listed in a notice provided the contract officer or employee nor upon their working in positions identified by the Secretary of Defense.
