An amendment to the Nichols amendment, as amended to add make explicit the purposes of Title VIII (Procurement Reform). The purpose is to ensure that the Secretary monitors indirect costs included by a contractor or subcontractor to prevent abuse and waste of federal funds and to ensure that costs are reasonably related to contract or subcontract. It also places the burden on the contractor claiming reimbursement to show the reasonablness of the costs and their compliance with law. The amendment makes numerous changes to effect these purposes.
