An amendment to Title VIII, Procurement Reform, requiring a GAO study of the feasibility of a civilian defense acquisition agency. The agency would be outside the DOD and coordinate, supervise, direct and perform all procurement functions for DOD. The report is to be submitted within one year of enactment of the bill.
