An amendment to Title III (Operation and Maintenance) granting the Secretary of Defense permission to provide nonlethal assistance to displaced persons or refugees due to the Soviet invasion of Afghanistan. The Secretary may use excess supplies or items given to the Department for such relief. He may use the most economical military or commercial air transport available. The assistance is to be given high priority and the U.S. portion of the distribution may not be delegated outside the DOD. International aspects of the distribution is to be done by private volunteer organizations designated by AID or by AID if such suitable organization is not available. The effective date is 10/1 85.
