It increases Defense Agencies research, test, development, and evaluation authorizations from $6,305,732,000 to $6,795,732,000 thus increasing the Strategic Defense Initiatives from $2,472,962,000 to $2,962,962,000. The amendment limits, in the distribution of these funds, each of the five major categories to the level in the budget submitted by the President for FY'86.
