An amendment adding a new section: Specification of Core-Logistics Functions Subject to Contracting-Out Limitation. The amendment lists functions that are logistic functions and then lists current facilities where such functions are performed. It also excludes from this list those performed under contract by nongovernmental personnel or if it has been announced to Congress for review for conversion to performance by nongovernmental personnel.
