An amendment to the Price amendment limit Strategic Defense Initiative funding at $2,100,000,000 and lowers the Defense Agencies research, development, evaluation, and test authorization accordingly to $5,932,770,000 from $6,305,732,000. It distributes the funds: 1) battle management and command, control and communications ( $145,060,000), 2) systems architecture ( $98,240,000), 3) SDI survivability ( $72,150,000) 4) lethality and target hardening ( $103,500,000), and 5) defense against manned aircraft and cruise missiles ( $75,000,000). Projects must be consistent with the 1972 ABM Treaty. It sets SDI limits: a) optical surveillance ( $117), b) space based laser concepts ( $162.7), c) hypervelocity launcher ( $3.5), and d) kinetic kill vehicle ( $30) (in millions).
