Amendment99th Congress
An amendment to the Porter amendment providing $2,348,600,000 for binary chemical weapons after 9/30/87 only if the following conditions have been met: 1) there must be no international binary chemical weapons treaty, 2) the President must request them, 3) it must be certified that NATO has formally requested replacement of current stocks with binaries agreeing to store or deploy them in Europe, 4) 60 days must pass from the NATO certification, 5) the DOD must have a plan to store the weapons safely in separate States, 6) plans must be in place to destroy existing stockpiles.
