An amendment to the Price amendment. The amendment lowers the Defense Agencies research, development, test, and evaluation authorizations from $6,305.732 to $4,787.67 and sets Strategic Defense Initiatives (SDI) program funds at $954.9 It adds that SDI programs must be consistent with the 1972 ABM treaty and that no funds may be used for SDI demonstration projects, major experiments, or engineering programs aimed at construction of experimental hardware for operational testing.
