An amendment to encourage the President to seek the cooperation and participation of U.S. allies in the Strategic Defense Initiative research and development. It also requires the Secretary of Defense to take appropriate safeguards to protect critical technologies from unauthorized transfer to nonalliance nations be by firms participating in such a joint venture. The Secretary is to set out regulations to carry out this and to establish a monitoring committee. This implementation is to occur only after consultation with the Secretary of State, Assistant to the President for National Security Affairs, and the President's Science Advisor.
